Yes, this is pretty much true. In the UK, you don't have to be religous to teach RE and many atheists and agnostics are successful RE teachers. But it's fairly true to say that in some areas, like the one I teach in, it is broadly a very unpopular subject and doesn't do anything to bridge any gaps between communities.

In recent crime statistics, it's probably fair to say that Christianity is being targeted. But in treatment by the media, I'm probably right in thinking that Islam comes out worse.
"Binge drinking, crime and mental health problems are within this same cycle that starts with exactly what?"
I'm not sure where this cycle begins but the UK Government is obviously thinking that by reducing binge drinking, it will have a positive impact on the others. The problem is whether it's tackled effectively, or even if it can be tackled effectively.
"I actually expect 'knee jerk' reactions and band-aid solutions to these things because the underlying problems are all "too hard" for society to deal with other than by flawed compromises that don't suit all."
I disagree with knee-jerk reactions. Again, in the UK, too many knee-jerk reactions have been made which have attempted to solve problems but in the long-term have had little impact or even the opposite effect.
Flawed compromises and empty promises don't help anyone, but decisions which have one eye on the future are more likely to have a longer lasting impact than some of these decisions which are made just to show the electorate that someone's dealing with the immediate problems.
